How do I repair a Samsung washing machine with error code E1?

From my cursory research an E1 Error code means the machine is trying to fill with water but does not sense that waters enters the machine. This could mean a clogged inlet valve, a failed inlet valve, a clogged pressure sensing line, or a failed water level sensor. sometimes I see this if the customer is using flood safe hoses. They sometimes trip during normal use.
